As TESS Group's largest apprenticeship client, Dorset Council needed to develop next-generation leaders across a broad range of services — building a sustainable leadership and people pipeline spanning Level 3 to Level 7.
Solution
Multi-level programme spanning Team Leader L3, Operations Manager L5, and CIPD & ILM qualifications up to Level 7 — embedding CMI, ILM, and CIPD professional development within each apprenticeship standard.
Results
72 learners across multiple cohorts spanning L3–L7. Improved staff retention, clear pathways to senior roles, and a strengthened leadership bench across the council.
